SIPAM is a non-partisan, independent, not-for-profit organization based in Mogadishu, Somalia. It was established as a leading advisory, research, and training centre aimed at developing the capacities of public and private sector players to competently deal with major challenges in administration and management. The institute seeks to address the rising expectations of the Somali citizens, complexities of management and economic restructuring which require responsive governance systems to attain sustainable development. Our aim is to provide public sector organizations with solutions to improve both the efficiency and quality of service delivery and encourage an enterprise-wide view of businesses, supporting the transition from a traditional siloed approach.
